Contracts Manager
The Texas Department of Licensing and Regulation (TDLR) is seeking a Contracts Manager to lead the Administration Contracts Management department. This senior-level position reports directly to the Director of Administration and is based at the Bush Building in Austin, Texas. The Contracts Manager will oversee the execution and administration of large-scale or high-value contracts, ensuring they align with the agency's objectives and regulatory requirements.
Key responsibilities include conducting competitive procurements, developing new contracts, and overseeing scopes of work, specifications, and contract documents. The role involves preparing and issuing Requests for Proposals (RFPs), conducting pre-proposal conferences, and coordinating bid evaluation committees. Additionally, the Contracts Manager will monitor contract performance, ensure vendor compliance, investigate discrepancies, and serve as the principal liaison between agency management, contract sponsors, and vendors.
The ideal candidate will have a bachelor's degree in project management, accounting, business, finance, management, public administration, or a related field. They should possess extensive experience in contract management, including developing and negotiating contracts, overseeing procurement processes, and managing staff. Strong analytical skills, attention to detail, and the ability to work independently with minimal supervision are essential.
TDLR offers a competitive salary range of $110,000 to $125,000 for this position.
