Segment Rates and Investment Manager
The Segment Rates and Investment Manager at Voyager Technologies, Inc. will serve as a strategic partner to the Segment CFO, overseeing the design, forecasting, and compliance of the segment's indirect rate structures, including fringe, overhead, and general and administrative expenses. This role is pivotal in ensuring that indirect cost allocations are optimized for competitive bidding while maintaining full compliance with Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS). The manager will lead the Forward Pricing Rate Proposal (FPRP) process, monitor performance against plans, and provide essential financial analysis to support senior leadership decisions regarding investments and cost management.
Key responsibilities include developing, maintaining, and optimizing compliant indirect rate structures, building rate models to accurately allocate costs to contracts, and preparing five-year rate projections. The manager will analyze the impact of changes on margins and bid competitiveness, provide insights for scenario planning, and lead the preparation of FPRPs and annual Incurred Cost Submissions (ICS). Additionally, the role involves acting as the primary liaison with Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) auditors for rate audits, supporting negotiations for provisional and final indirect rates, monitoring provisional indirect rate performance, performing trend analysis, and recommending rate adjustments to leadership to ensure cost recovery. The manager will also analyze and report on segment financial performance, assisting in developing business cases for new projects or technology investments.
Candidates must possess a bachelor's degree in finance, accounting, business administration, or a related field, along with over eight years of experience in defense contracting finance, specifically focusing on indirect rates, FPRP, and Incurred Cost Submissions. A strong knowledge of FAR, Defense Federal Acquisition Regulation Supplement (DFARS), CAS, and Earned Value Management System (EVMS) is required. Proficiency in NetSuite and advanced Excel modeling, as well as advanced skills in financial modeling, forecasting, and ERP/MRP systems, are essential. Familiarity with Defense Business Systems (DBS) and DCAA audit standards is also necessary. Preferred qualifications include certifications such as CPA, CMA, or CFM, experience in both fixed-price and cost-reimbursable contract environments, and prior involvement in DCMA/DCAA audits.
